The Challenge

With a population of 166,412 people spread across 386 km² from high density housing to remote rural locations, Hills Shire Council faces the tyranny of distance when communicating local news and events to all of their residents. Hills Shire Council approached Leonards in 2016 with a couple of requests: firstly, to develop creative for their waste management campaign which would resonate across the whole of their diverse community and secondly, provide a foolproof way to effectively manage printing and tracked distribution of their Hills Focus magazine.

The Solution

After a collaborative brainstorm with Council staff, the Leonards Studio team settled on Billy Bower, a family-friendly animated cartoon character that educated residents, particularly children, about the importance of waste management. As for the newsletter, over 61,000 copies are printed quarterly, checked for quality by our staff and then delivered using two different distributors for the metro and rural areas within the LGA. Our Metro distributor use GPS tracking for their walkers to monitor and ensure delivery and provide post delivery reporting, while our rural delivery works with motorbike riders to reach those out of the way rural addresses.

The Results

A resounding success, Billy Bower became the mascot for waste featuring in newsletters, on the Council website and in local schools’ outreach programs. Billy has forged a place in the hearts of local families, while gently delivering stories about why waste needs to be sorted. On the Hills Focus front, the stress and worry of printing and distributing the popular magazine on time has been removed for Council staff.
